You can also switch to the fatboys in your pistol and wait for him to stop firing. The gun jams occasionally, and when it does he raises his head as he pounds on it. You can also look just past the barrels that you should be hiding behind. If you hit this, an explosion tank will start moving down the little crane above him.
Watch for it to go right over his head and shoot the tank to blow it up and do a whole lot of damage. Turn to the left and shoot the unfortunate bandit that decides to try to rush you, then move forward. If you go around the wreckage you should be able to find the piston that you need on a table.
The last thing of interest is a locked door near the exit. As you approach the rear garage doors, one man will kick the doors open. Fill him with buckshot to clear the way. If you can make a lock grinder, use it to grind off the lock to the storeroom to get some feltrite crystals, buckshot and a bunch of oil cans.
There will be two more bandits standing by their ATV. Two well-placed wingsticks will make it yours. Jump onto it and ride back to the Hagar Settlement and turn in your parts to finish the buggy.
Also, you may want to invest in some ammo, especially if you burned through your fatboys and buckshot. You can pick up a collector card for the grenade if you look at the pipe next to Becky. Talk to Dan to get your next mission. We need to clear out a blockade on the road, and this means that we get to use the sniper rifle and play with explosives. That sounds pretty good. Walk down the road and look a the large structure ahead.
You should be able to start firing from right outside the settlement, after you round the rocks. First, make a note of the rockets behind fired at you.
Quickly shoot him in the head and get behind the rocks. Watch out for a lone reinforcement bandit that may try to get on a gun as you approach. Once he starts firing, just put a round in his skull. Pass around to the left of the Monarch to take the Piston Assembly on the table behind. Until you do so, the door to the exit on this floor will not unlock. When you take the Piston Assembly, a Wasted will come out of the door leading to the exit; this door is next to a locked door that can be opened with a lock grinder.
In this area is also the Wasted Turret card. As you exit, you'll be at a different area, but there are two Wasted guarding a bandit Jetter. Take them down, and if you have accepted the quest "Mutant Alert" , you're nearby for that. Otherwise, drive to the Hagar Settlement, where Durar will fix up your buggy.

I might be wrong, but I think the distributor cap was on the back of that suspended engine in a corridor. It's right across from the door that had an electrified knob that the Wasted guys bust down and attack you from at some point.

If your scavenging has gone well, you should have a Lock Grinder ready for it. On the other side are Feltrite Crystals 4. After defeating the chaingunner and entering the blocked part of the garage through the door, you should check out the cardboard box directly to your left for the Wasted Turrent card. It sits on top of metal crate next to a shelf.
Take the nearby exit to the Wasteland now that you have all three Buggy Parts. Kill the Wasted out here and take their badass ride. This is above the Wasted Garage exit There's a narrow path above the doorway -- it's on the main road above the road that leads down to the Ark and dam area. Take all of the parts back to Durar Hagar. He will fix up a Buggy for you. Take the Tow Truck Radio on his desk and you can now use the Buggy!
